"Jack Grealish is not in form at the moment and his recent performances have not met our expectations," Southgate said.
On Harry Maguire, he noted, "Maguire is not getting regular game time and we are concerned about his fitness."
"Maddison is very talented, but it has been difficult for us to find the right role for him in the team," Southgate said of James Maddison.
"These decisions have not been easy, but we believe the current squad will give us the best chance of success at Euro 2024," added Southgate.
